Yeah, I understand this very well. Someone must "lower their defenses to let something happen; and I am not going this far. Is just a simple observation about his partner, because I asure you, we have lots of desires, but most of us are not confident enough to share it, even more with a person we most want to have to ourselves, fearing the persons judgement and other things.
"I am not sure if he is really into me"... well, I have always imagined that a relationship (romantic or just sexual) only exists when both feel they're into each other, but once again, you want men to take the 1st step, and if everyone want the other side to take the 1st step, sex may very well never happen! haha

As for risk, well, I guess someone has to lower their defenses first, otherwise sex will never happen imho.
And yes, trust is always an issue I guess, for both men and women, and it's something that can take a lot of time... but why don't you try to find your own ways to test if a given person you're interested is of trust, and the open up about sex when you feel confortable...
